Drug lord Frank White (Chrstiopher Walken) is released from Sing-Sing prison after serving a number of years for drug trafficking. He is reunited with his former gang, led by the murderous Jimmy Jump (Laurence Fishburne), as well as his personal female bodyguards Raye (Theresa Randle) and Melanie (Carrie Ngyen), and his lover/legal annalist Jennifer (Janet Julien). After seeing his old neighborhood more dilapidated and depressing than ever, Frank decides to do good by eliminating his competitors whom filled the void left by his incarceration, then steal their money and drugs to finance a new South Bronx hospital for the needy. But Frank's past won't let go of him when a group of overzealous cops, led by corrupt detective Roy Bishop (Victor Argo), frustrated at the lack of clues to nail Frank on for the current street killings, decide to take matters into their own hands. |

In 1999, in Claremont, California, the violent Jake Mazursky owes US$ 1,200.00 to the coward drug dealer Johnny Truelove, who is son of the powerful criminal Sonny Truelove. A former L.A. drug dealer (Thomas Jane) has moved to Houston to make a new life for himself as a married architect. This sets up a series of tough customers seeking the dope including a rasta hitman (Glenn Plummer), an ex-lover (Paulina Porizkova) who ties up and rapes James, a criminal (James LeGros) with a penchant for torture, and a rogue cop (Mickey Rourke). Convicted robber Albert Ganz escapes from a road gang with the help of his partner Billy Bear, and they immediately kill their partner Henry Wong, then they check into the Walden Hotel in San Francisco under false names. Alcoholic San Francisco cop Jack Cates and two of his fellow cops VanZant and Algren go to the Walden Hotel to check on a guy named G. P. Polson, who turns out to be Ganz. Ganz and Billy kill Algren and VanZant, then leave. Jack wants revenge, so he convinces his boss, Haden, to let him work alone on this case. Jack goes to a prison and visits Ganz and Billy's former partner Reggie Hammond, and Jack decides to spring Reggie for 48 hours so Reggie can help him find Ganz and Billy, but it's not going to be easy, especially since Jack and Reggie are not getting along with each other. The tension between them gets so high that they end up beating each other up in a garbage filled alley on their first night together, then it turns out that Reggie has $500,000 stashed away in the trunk of his car, and his car has been in a parking garage ever since he was convicted. Ganz and Billy are after the money, so they have kidnapped Rosalie, the girlfriend of their former partner Luther, in order to force Luther to get the car with the money in it. With this in mind, Jack and Reggie try to find Ganz and Billy before Jack has to return Reggie to the prison. |

Sam Stone is a clothing manufacturer, who married his wife Barbara, for the money that she was suppose to inherit from her dying father, but her father didn't die for another fifteen years. He is now planning to kill her and is on his way home to do just that but when he gets there, she's not there. He then receives a call from someone claiming to have kidnapped Barbara and threatening to kill her if he informs the police, which he does hoping that they do. What Stone doesn't know is that the kidnappers, Ken and Sandy are a couple whose idea for a garment he stole and made fortune off, are not that lethal, as a matter of fact Barbara's more lethal. And what Stone doesn't know is that his girlfriend, Carol, has another boyfriend and they plan to blackmail Sam, by videotaping him disposing of Barbara's body. When her boyfriend, Earl goes there to do that, the person who goes there was not Sam but a guy with a hooker, and the guy instructs the hooker to scream her head off, Earl mistakenly believes that Barbara's not dead and that Sam was killing her there, and was so freaked out that he didn't bother to see if it was Sam. And Carol tries to put her plan in operation by sending Sam a copy of the tape, Sam thinks that it's for something kinky that Carol wants and when Sam tells her that he is going to do what was done on the tape to her, she assumes that he is going to kill her. So she sends another copy of the tape to the Chief of Police, and tells him that she wants him to arrest Sam for murdering Barbara, and the Chief is happy to oblige cause he is the guy who is on the tape. The Chief manages to find the instruments that Sam was going to use to kill Barbara and arrests him. Sam now has to get Barbara, alive, so that he can prove that he didn't kill her. And Barbara starts to bond with Sandy. |
