After Bond helps Russian officer Georgi Koskov ('Jeroen Krabbe'(qv)) make a daring defection to the West, the intelligence community is shocked when Koskov is abducted from his remote hiding place. Compulsive gambler, Sir Giles Staverley is tricked into gambling away his home by his old adversary Lord Harry Wrotham. As Staverley is distraught and desperate, Wrotham gives him one last chance - he will gamble everything Staverley has lost against Staverley's daughter's hand in marriage and her trust fund of 80,000 guineas. Staverley agress and loses once again, but unable to face his daughter, Serena, he kills himself. Lord Justin Vulcan, a notoriously cold, clear headed gambler challenges Wrotham for the house and the girl and, much to Wrotham's disgust, wins. Justin now finds himself in possession of the house and Serena, but has no idea of what to do with them. After meeting Serena and realising that she is much younger and more beautiful than he had imagined, he installs her as a guest at Mandrake, his family home, despite the hatred of Justin's mother, Lady Harriet Vulcan. As Lady Vulcan attempts to marry Serena off to anyone except her son, Serena and Justin become friends and he teaches her about Mandrake, the home he loves. Detroit cop Axel Foley is watching the news on TV when the reporter tells a story that Axel's friend, Beverly Hills police Captain Andrew Bogomil, has been shot by a tall woman. Axel heads out to Beverly Hills to visit Bogomil in the hospital, and this is where Axel is reunited with Bogomil's daughter Jan Bogomil. Axel is also reunited with Detective Billy Rosewood and Sergeant John Taggart. Billy and Taggart decide to let Axel help them find the woman who tried to kill Bogomil, even though abusive police chief Harold Lutz has been deliberately trying to find a reason to fire Billy and Taggart. Axel, Billy, and Taggart soon discover that the alphabet robberies, a series of robberies that have been going on in the area, are masterminded by weapons kingpin Maxwell Dent, and Dent had sent his fiancee Karla Fry to try to kill Bogomil because Bogomil had been after Dent. With this information, Axel, Billy, and Taggart try to find Dent and Karla. |

Commandant Eric Lassard decides that the police force is overworked and understaffed, so he comes up with the idea of recruiting civilian volunteers to work side-by-side with officers in a program called "Citizens On Patrol" (COP). Carey Mahoney and his friends Moses Hightower, Larvell Jones, Eugene Tackleberry, Laverne Hooks, and Debbie Callahan are in charge of training the civilians. The civilians include Tommy "House" Conklin, Lois Feldman, Kyle, and Arnie. Captain Thaddeus Harris wants to take over Lassard's job, and that's why Harris is determined to see the COP program fail. But it's Harris and his right hand man Proctor who mess up by unintentionally allowing every inmate at the precinct 19 jail to escape. |
